Jacqueline “Jackie” Seabrooks has been involved in the dynamic environs of public sector work for almost four decades. Ms. Seabrooks has held increasingly responsible positions in both state and municipal public safety organizations.

Julie leverages her extensive public sector leadership experience to serve public agencies with gaps in leadership to gain the most continuity of service possible. Her focus is to provide efficient and effective executive search services in order to deliver the highest quality experience for the candidates and clients we serve. 

Yolanda Miller brings over 25 years of leadership experience in procurement, organizational management, and stakeholder engagement, making her a valued addition to our executive search team. Yolanda has excelled in various high-level roles, including her most recent position as Deputy Procurement Officer for the City of Austin.

Sheri Noblett has over 30 years working in the public sector in the Greater Sacramento Region. Over the course of her career, she had direct involvement in the design and implementation of numerous infrastructure and leisure service projects.

Jackie Nelson has dedicated over 30 years to public service holding leadership roles of increasing responsibility with significant statewide oversight in both California and Nevada. Having served in a large public safety agency at an executive level, Jackie focused on employee engagement, agency accountability, and commitment to the communities served.

Ellen Grivna joins Mosaic Public Partners with over 25 years of experience in sales leadership and learning climates, largely as a multi-unit District Sales Leader working with both global and national retail brands with strong customer-focused environments.

With a degree in Film and Media Studies from UCSB, Marina Noblett brings her creativity and young energy to the Mosaic team. Marina leverages her experience to support recruitment projects by advertising open positions on industry job boards, posting website blogs, maintaining social media, and facilitating marketing special projects.
