Yolanda Miller brings over twenty-five years of leadership experience in procurement, organizational management, and stakeholder engagement, making her a valued addition to Mosaic Public Partners executive search team. Yolanda has excelled in various high-level roles, including her most recent position as Deputy Procurement Officer for the City of Austin, where she led a team responsible for acquiring goods and services citywide. In this role, she also spearheaded outreach initiatives such as coordinating the Small Business Contracting Forum, fostering collaboration with diverse business communities. 


Yolanda’s career spans influential positions with esteemed organizations, including the University of Texas at San Antonio, the City of San Antonio, and Louisville Water Company. Her extensive experience has equipped her with a deep understanding of organizational needs, strategic viewpoints, and relationship-building across the public and private sectors. Her experience also includes the role of executive recruiter for an established firm in the higher education market, where she developed a deep understanding for the work and value provided with executive search services. 

  

She has held numerous leadership and volunteer positions within professional organizations, including Secretary for the Texas Association of Public Purchasers—Austin Chapter and the Institute of Supply Management Chapter, Vice President of the San Antonio Public Procurement Association, and Chair for Business Opportunities for Texans. Yolanda has also served on the boards of Six Square, the Alamo City Black Chamber of Commerce, and the San Antonio Ethnic Art Society, reflecting her commitment to diversity, equity, and community development. 

  

Yolanda’s work has earned numerous accolades, including recognition for UTSA as one of the Top 25 Agencies in Texas for Historically Underutilized Business spending and the “Excellence in Procurement Award” from the National Institute for Governmental Purchasing. Her dedication to ethical practices and vendor advocacy was honored at the Civil Futures Awards in the Procurement and Vendor Ethics category, and she received the Small Minority Business Resource Department’s Staff Advocate Award in 2019. 

  

Yolanda holds a Bachelor’s degree from Howard University and a Master’s degree from St. Mary’s University. She is a Certified Purchasing Manager and Certified Public Purchasing Officer. A resident of San Marcos, TX, Yolanda is a trusted professional with a proven track record of building meaningful connections and delivering outstanding results—qualities she now brings to identifying top talent for our clients.
